We Saw Repeat Themselves
Padu Legal came together after years of observing the same patterns play out across Malaysian construction projects: contracts signed without proper review, CIPAA notices responded to incorrectly, and delay claims assembled too late for meaningful recovery. The practice was formed to address these problems directly.
Based in Bayan Lepas, Penang, our office serves clients across the northern corridor and beyond — from contractors working on industrial parks in Kulim to residential developers managing project completions in George Town. We work with parties at every tier of the construction chain.
Our focus is deliberate and narrow. We do not practise across all areas of law. Construction and engineering matters require specific knowledge of how projects are structured, how contracts allocate risk, and how disputes develop over long timelines with multiple parties. That specificity is what we bring.

Rafiq Hamidon
Called to the Malaysian Bar with over a decade in construction contracts and adjudication proceedings. Rafiq leads complex multi-party dispute engagements and has represented clients in matters before AIAC and the Malaysian courts.
Suraya Nordin
Specialises in CIPAA payment claims and contract drafting under PAM and CIDB forms. Suraya has assisted clients at both the claim preparation and adjudication enforcement stages across projects in Penang and Kedah.
Azri Mahzan
Handles contract reviews, risk summaries, and client correspondence. Azri supports quantum and delay analysis engagements and manages client briefings throughout dispute proceedings.
